Deconfigure ACA Eligible Plans and Effective-Dated Records

Auto-Population of Benefit Data

ACA offer of coverage details and self-insured enrollment information for reporting are calculated in Benefits Administration (formerly Benefits Prime).

The information is then processed nightly using the auto-population logic and displayed on the employees’ Forms 1095-C during the generation of Forms 1095-Cs and 1094-Cs. Employers who are transitioning from Benefits to Benefits Administration can continue to auto-populate this information, but must update deduction/benefit plans, as follows:

Deconfigure ACA Eligible Plans and Effective-Dated Records

PPACA Reporting Settings are used when auto-populating plan information from the Benefits solution. When transitioning from Benefits to Benefits Administration (formerly Benefits Prime), the PPACA Reporting Settings on the deduction plans are no longer required.

Benefits administrators must deconfigure plans and edit the effective date records to coincide with the Benefits Prime Start Date in the UKG Pro solution (Menu > System Configuration > System Setting > PPACA Reporting Setting). The start date determines the first day of the month that Benefits Administration coverage starts and when auto-populating plan information for ACA reporting using Benefits Administration begins. Benefits administrators must update PPACA eligible plans and related effective dates that begin or extend after the Benefits Administration start date to de-configure the plans as PPACA eligible plans for PPACA reporting. These updates ensure the flow of data from Benefits deduction/benefit plans end on the Benefits Administration start date.

Navigation:Menu > System Configuration > Business Rules > Deduction/Benefit Plans

  1. Identify PPACA deduction/benefit plans with effective dates that begin or extend after the Benefits Administration start date. Refer to the PPACA Eligible Codes Business Intelligence report, if needed.
  2. From the Deduction/Benefit Plans business rule page, use the Search feature to locate the plan. 
  3. Select the Code link for an effective-dated record (row) that falls on or after the Benefits Administration start date.

    In this example, the Benefits Administration start date was set to January 1, 2019. Notice that there are two records with a January 2019 effective date that must be revised.

  4. Search for each deduction code from which you need to remove the PPACA configuration. Use the clock icon next to the deduction code to view the different effective-dated rows for that plan.

    In the following example with a January 2019 Benefits Prime start date, the benefits administrator needs to remove the deduction/benefit plan’s PPACA configuration from both the 01/01/2019 and 01/16/2019 effective-dated rows.

  5. In the Effective Date field, enter the effective date for this record, and select Next.

  6. From the Deduction Setup page, in the General Information section, uncheck the box: This Plan Can Be Offered as Coverage Under PPACA.

  7. Select Next on each of the subsequent pages and then select Save on the Summary page.
  8. Complete applicable steps again for other effectively dated rows that fall on or after the Benefits Administration Start date. 
  9. Add a new record with an effective date that matches the Benefits Administration start date, if necessary.

    This step is only required if any of the existing records for PPACA deduction/benefit plans do not have an effective date that matches the Benefits Administration start date. This step ensures accurate records for historical purposes. For example, if there is a future need to complete a filing correction for a previous reporting year, the data and records for the deduction/benefit plan will be accurate.

  10. Once you have revised deduction/benefit plan’s PPACA configuration for all effective dates on or after your Benefits Administration start date, we recommend re-running the “PPACA Eligible Deduction Codes” sample report from Business Intelligence. On the third tab of the report, select “Yes” to refilter the “Plan Can Be Offered As Coverage Under PPACA” column to view if any deduction/benefit plans are still configured for PPACA in the user-selected ACA reporting year, and for which effective dates. Use this report to validate that you have removed PPACA configuration and used the correct effective dates.

Identify PPACA Deduction/Benefit Plans with Specific Effective Dates

Identify PPACA deduction/benefit plans with effective dates that begin or extend after the Benefits Administration start date. The PPACA Eligible Deduction Code Business Intelligence report provides a list of deduction codes for configured plans that are offered as coverage under PPACA.

Navigation:Menu > Administration > Business Intelligence > Team Content > UltiPro Sample Reports > Sample Reports > ACA Services Delivered Reports

  1. From the ACA Services Delivered Reports folder, select PPACA Eligible Deduction Codes report.

  2. From the top menu, select Run As, and then select Run Excel.

  3. Enter the 4-digit PPACA reporting year and then select Finish to run the report.
  4. From the Excel file, select the third tab: Deduction-EFF-DATED.
  5. In the section, Fields for 1094-C & 1095-C Reporting, filter records using column J2 to identify all plans configured with This Plan Can Be Offered As Coverage Under PPACA setting by selecting Yes.

  6. Refer to the list of filtered plans to deconfigure PPACA settings for effective dates that begin or extend after your Benefits Administration start date in your UKG Pro solution.
