ACA Manager Guide

The Affordable Care Act (ACA) Manager Guide includes ACA processes and tasks--from initial setup to correction filing. Applicable large employers (ALEs) must complete required tasks for year-end health care reporting. Use this guide in conjunction with official IRS and state government instructions to obtain reporting and file submission requirements.

Important! Employers who are required to report state health care information must manually submit files based on state reporting requirements. UKG does not submit state files on behalf of employers. For state reporting details, refer to Phase 3, Step 3 below.

Employers can access the IRS instructions and copies of the actual Forms 1095-C and 1094-C for reference purposes. The latest versions, instructions, due dates, and late-breaking information can be found on the IRS website: Form 1095-C and Form 1094-C.

How to Use this Guide: This guide is organized into separate color-coded sections that represent each of the five phases of the ACA process. Depending on how your organization populates ACA data, the steps outlined in this guide may need repeated or completed in a different order. Select a phase to expand the section to view the task-based instructions for UKG ProTM Benefits and UKG ProTM Benefits Administration (formerly UltiPro Benefits Prime). Select the tab to view the list of tasks related to the benefits product you are using. Select the Learning Resources link to access additional details, where applicable.

At the outset, we recommend you build a year-end team, configure UKG Pro ACA-related features and choose an option for transmitting final ACA electronic files. Employers must electronically file final forms with the IRS on behalf of their organization (self-file) or engage a third-party transmitter, such as UKG ProTM ACA Services, to e-file on their behalf.

Employers who want to engage ACA Filing Services must confirm with their Executive Relationship Manager (ERM).
Option 2: Your organization's ACA Administrator

UKG refers to employers who elect to electronically file their own forms with the IRS as Self-Filers.


Employers who elect to electronically file (transmit) on behalf of their organizations must complete the IRS registration process.
Option 3: Third-Party Vendor

UKG refers to employers who elect to engage a vendor to electronically file on their behalf as Self-Filers. UKG refers to employers who elect to electronically file their own forms with the IRS as Self-Filers.


Employers who elect to engage a Third-Party vendor must contact their vendor to identify next steps for ACA electronic filing.

There are many tasks associated with the input and maintenance of employee-related ACA data. Tasks listed in the section may need to be completed only once; others need to be repeated. For example, it is recommended to repeat Step 4, Generate Forms 1095-C, on a monthly basis to correct validation errors in a timely manner. These tasks support the larger goal of being in compliance with Sections 6055 and 6056 of the IRS code which cover ACA reporting requirements.

Manage ACA Medical Offers and Self-Insured Enrollee Data

The ACA Medical Offers page displays all the Medical Offers for the organization. Search for Medical Offers that meet your selected criteria, download data to Excel or update the data in bulk. You can partner with the ACA Services team to configure ACA affordability costs, including wellness credits or tobacco surcharges each year, if needed.

Designate employees who should not receive a Form 1095-C on the employee Offer of Coverage page.

Select this setting for employees who will not meet the full-time requirement at any point in the calendar year and will not require Form 1095-C.

Starting in January 2022, UKG Pro supports printing Forms 1095-Cs in PDF format for several states. Employers with fewer than 250 employees in the state of California may file health information reports by mail.

Registered filers can submit returns to the state of New Jersey using the Division of Revenue and Enterprise Service' (DORES) MFT Secure Transport service.
To obtain federal proof for Forms 1094-C and 1095-C testing for the state of New Jersey, refer to the IRS Application for Transmitter Control Code.

Benefits Administration

This phase describes the tasks for distributing electronic and printed copies of Federal (Forms 1095-C) to employees. E-Filers must approve forms for electronic filing and Self-Filers must complete the separate tasks noted below. In addition, employers with employees who reside in a state that requires health care information reporting can download and submit state reporting data files.

Starting in January 2022, UKG Pro supports printing Forms 1095-Cs in PDF format for several states. Employers with fewer than 250 employees in the state of California may file health information reports by mail.

Registered filers can submit returns to the state of New Jersey using the Division of Revenue and Enterprise Service' (DORES) MFT Secure Transport service.
To obtain federal proof for Forms 1094-C and 1095-C testing for the state of New Jersey, refer to the IRS Application for Transmitter Control Code.

Download and submit state-level reporting, as needed.
